Filtering software determines which sites to block through rules on the content of the pages. IP and URL filtering software can identify sites by IP addresses, hostnames, or domains, so filtering is configured to block sites either by IP address or by URL.
IP address restrictions are common in hardware web filters like firewall add-ons and for blacklists. IP address blocking offers very little control over what sites are blocked, since multiple sites can be hosted on the same IP address, and the hardware-based filter cant distinguish between them. IP address-based filtering allows administrators a limited amount of control over allowing or even blocking Internet content. Also, since IP address restrictions are usually set by configuring the firewall rather than through filtering software, the firewall configuration must be updated manually and continually to maintain filtering.
URL filtering software usually reviews, and configures filtering based on, the content of the individual web pages rather than treating the domain or the IP address as a monolithic whole. URL filtering software exerts finer control over web filtering

rules because administrators can allow or block a single page on a site, regardless of whether the rest of the site is allowed or blocked.
